If I run with GL driver and no additional config file I get true 4k30 on that display but performance in FreeRDP is slugish to say the least. The monitor lists the signal as and there is no zoom or scaling applied hardware wise.

I also notice that the desktop icons are about the same size as the 1080p display which makes me believe it's not displaying 4k with overscan. The display is pillarboxed in an aspect ratio of 4:3.
